Salem County Prosecutor's Office arrests 18 in 'quality of life' operations

Eighteen people were arrested when the Salem County Prosecutor's Office Criminal Investigation Division conducted "quality of life" operations in Salem and Penns Grove in the first half of March, Salem County Prosecutor John T. Lenahan said Tuesday.
