As part of a concentrated effort to reduce the recent increase in violent crimes in areas of the County, the Salem County Prosecutor’s Office has coordinated crime reduction operations in the areas experiencing the spike in violent crimes. Investigators from the Prosecutor’s Office conducted cooperative missions with officers from the Salem, Penns Grove, Carneys Point and Pennsville Police Departments along with the New Jersey State Police and the Salem County Sheriff’s Office. Participating officers employed a variety of tactics including high visibility patrols in conjunction with local law enforcement officers, crime suppression details, surveillance operations, warrant sweeps and search warrant executions in an effort to prevent future violent acts and develop information on unsolved incidents.

On August 19, 2014, a search warrant was executed at a residence on South Miller Avenue in Carneys Point. During the raid, investigators located two handguns, a 9mm semi-automatic handgun and .38 revolver along with multiple rounds of ammunition from a vehicle at the residence.   Additionally, pre-packaged quantities of cocaine, heroin and marijuana were found inside the residence and seized during the search. As a result of the investigation, Richard Willis, 22 of East Broadway, Salem, was arrested along with Cecily Hall, 25 of Carneys Point. A third subject, Isa Hallman, 22 of Salem, was arrested on outstanding warrants. The Carneys Point Police Department, Penns Grove Police Department, New Jersey State Police Troop A TEAMS and New Jersey State Police Troop A Canine Unit were involved in the investigation.

Prosecutor Lenahan stated that, “This has been an all hands on deck approach to combating the recent rash of violent crimes. The combined efforts of all Salem County law enforcement resources have been employed to address these issues.”

The following subjects have been arrested to date in this on-going detail:

Richard Willis, 22 of Salem, was charged with two counts of possession of a weapon for an unlawful purpose, two counts of unlawful possession of a weapon, two counts of possession of a controlled dangerous substance, two counts of possession of a controlled dangerous substance in a quantity of less than a ½ ounce with the intent to distribute, possession with the intent to distribute while within 1,000 feet of school property and possession of a controlled dangerous substance within 500 feet of a public housing facility. Willis was lodged in the Salem County Correctional Facility in default of $150,000.00 bail.

Keenan King, 22 of Salem, was arrested and charged with possession of a controlled dangerous substance, distribution of a controlled dangerous substance in a quantity of less than a ½ ounce, possession with the intent to distribute while within 500 feet of a public housing facility, possession of imitation controlled dangerous substance and conspiracy to distribute a controlled dangerous substance. He was lodged in the Salem County Correctional Facility in default of $75,000.00 bail.

Jafar Morris, 33 of Salem, was arrested and charged with possession of a controlled dangerous substance, distribution of a controlled dangerous substance in a quantity of less than a ½ ounce, resisting arrest, obstruction and trespassing. He was lodged in the Salem County Correctional Facility in default of $35,000.00 bail.

Cameron King, 25 of Salem, was charged with possession of a controlled dangerous substance and distribution of a controlled dangerous substance in a quantity of less than a ½ ounce. He was lodged in the Salem County Correctional Facility in default of $25,000.00 bail.

Jihad Ceasar, 29 of Salem, was charged with possession of a controlled dangerous substance, distribution of a controlled dangerous substance in a quantity of less than a ½ ounce, possession with the intent to distribute while within 500 feet of a public housing facility and conspiracy to distribute a controlled dangerous substance. Ceasar was lodged in the Salem County Correctional Facility in default of $35,000.00 bail.

Cecily Hall, 25 of Carneys Point, was arrested and charged with two counts of possession of a controlled dangerous substance, two counts of possession of a controlled dangerous substance in a quantity of less than a ½ ounce with the intent, possession of a controlled dangerous substance with the intent to distribute while within 1,000 feet of school property and possession of a controlled dangerous substance with the intent to distribute while within 500 feet of a public housing facility. Hall was released on her own recognizance pending a court appearance.

Juan Mendez, 24 of Penns Grove, was arrested and charged with conspiracy to distribute a controlled dangerous substance. Mendez was lodged in the Salem County Correctional Facility in default of $35,000.00 bail.

Robin Person, 38 of Salem, was arrested and charged with conspiracy to distribute a controlled dangerous substance. Person was lodged in the Salem County Correctional Facility in default of $10,000.00 bail.

Marion Gear, 29 of Salem, was arrested on outstanding warrants from the Pennsville and Carneys Point Municipal Courts. Additionally, at the time of his arrest, he was found in possession of suspected cocaine and was charged with possession of a controlled dangerous substance. Gear was lodged in the Salem County Correctional Facility in default of $10,950.00 bail.

Lamont Cooper, 30 of Salem, was arrested and charged with three counts of possession of a controlled dangerous substance, hindering apprehension and trespassing. Cooper was arrested with a summons complaint and released pending a court appearance.

Shamire Lackey, 20 of Mount Royal, was arrested on outstanding warrants from the Salem County Superior Court and the Salem Municipal Court. Lackey was lodged in the Salem County Correctional Facility in default of $1,301.00 bail.

Anthony Goodwin, 33 of Penns Grove, was arrested for possession of a controlled dangerous substance in a quantity of less than 50 grams. Goodwin was served with a summons complaint and released pending a court appearance.

Dana Daniel, 24 of Penns Grove, was arrested on an outstanding warrant from the Penns Grove Municipal Court. Daniel was lodged in the Salem County Correctional Facility in default of $751.00 bail.

Akil Hasan, 25 of Carneys Point, was arrested on an outstanding warrant from the Salem County Superior Court. Hasan was lodged In the Salem County Correctional Facility in default of bail.

Steven Davis, Jr., 24 of Salem, was arrested for possession of a controlled dangerous substance in a quantity of less than 50 grams. Davis was served with a summons complaint and released pending a court appearance.

Isa Hallman, 22 of Salem, was arrested on outstanding warrants from the Pennsville and Greenwich Township Municipal Courts. Hallman was lodged in the Salem County Correctional Facility in default of $1,091.00 bail.

James Pouncey-Johnson, 35 of Pennsauken, was arrested and charged with obstruction. Pouncey-Johnson was served with a summons complaint and released pending a court appearance.

Frederick Stevenson, V, 32 of Salem, was arrested on an outstanding warrant from the Pennsville Municipal Court. Stevenson was lodged in the Salem County Correctional Facility in default of $600.00 bail.

Edward Wilmore, 30 of Salem, was arrested and charged with possession of a controlled dangerous substance in a quantity of less than 50 grams. He was served with a summons complaint and released pending a court appearance.

Leslie Hill, 24 of Salem, was arrested on an outstanding warrant from the Paulsboro Municipal Court. Hill was lodged in the Salem County Correctional Facility in default of $550.02 bail.

Steven Martin, 31 of Carneys Point, was arrested on outstanding warrants from multiple municipal courts. Martin was lodged in the Salem County Correctional Facility in default of $8,201.00 bail.

James Sorrell, 34 of Pilesgrove, was arrested on an outstanding warrant from the Salem County Superior Court. Sorrell was lodged at the Salem County Correctional Facility in default of bail.

Chrystal Lawson, 42 of Penns Grove, was arrested on an outstanding warrant from the Salem County Superior Court. Lawson was lodged in the Salem County Correctional Facility in default of bail.

Robert Blake, Jr., 19 of Salem, was arrested on an outstanding warrant from the Salem Municipal Court. Blake was lodged in the Salem County Correctional Facility in default of $750.00 bail.

Terrell Seals, 30 of Salem, was arrested on an outstanding warrant from the Salem County Superior Court. Seals was also found in possession of a quantity of marijuana at the time of his arrest. He was lodged in the Salem County Correctional Facility in default of $1,937.14 bail for the outstanding warrant. He was served with a summons complaint for possession of a controlled dangerous substance in a quantity of less than 50 grams.

Donald Williams, 54 of Salem, was arrested on an outstanding warrant from the Salem Municipal Court. Williams was lodged in the Salem County Correctional Facility in default of $750.00 bail.

Calvin Robinson, 44 of Penns Grove, was arrested on an outstanding warrant from the Penns Grove Municipal Court. Robinson was released on his own recognizance after being served with a new court date.

Samuel Hazelton, 56 of Salem, was arrested for shoplifting. Hazelton was served with a summons complaint and released pending a court appearance.
